How Does Discretionary Funding Actually Work?

At the Valley Community Foundation, unrestricted or discretionary funding is one of the most important resources we have. It allows us to be able to respond when something changes, when a need emerges, or when an opportunity arises that could truly strengthen our community.

Simply put, discretionary funding means donors have chosen to give in a way that allows the Foundation to direct resources where they are needed most --when they are needed most. That flexibility is what makes it so powerful.

Not every need can be predicted. A nonprofit may be facing an unexpected challenge. A program might be at risk of closing. Or a new idea may emerge that has the potential to make a real difference but doesn’t yet have funding behind it. Discretionary funding allows us to step into those moments thoughtfully, looking across the Valley to understand where support can have the greatest impact and responding in a way that is both timely and strategic.

In the Valley, those moments are often closer to home than people realize. It might look like a youth program that suddenly has more participants than it can safely support, but not enough funding to add staff. Or a local organization that has an unexpected need and must stretch already limited resources. In those situations, discretionary funding allows the Foundation to step in quickly and solve the problem.

There are many ways to give, and each reflects a different level of involvement. Some funds are highly specific, supporting a particular nonprofit or purpose over time. Others allow donors to stay actively involved in recommending grants or to focus on a particular area like education or health. Unrestricted funds are where discretionary funding comes to life, allowing the Foundation to respond to the most pressing needs across the community.

Communities are not static. Needs shift, challenges evolve, and new opportunities emerge. Discretionary funding allows us to stay responsive without losing focus. It gives us the ability to act when timing matters, while continuing to support long-term solutions. It also reflects something deeper: trust.
